Maybe a naive questions, but: Do WSDA and OSPI each have their own Farm to School programs? OSPI F2S is mentioned in Team 3, and WSDA F2S mentioned in team 1.

For Team 3 Recommendation 2: from a national conversation I am involved in, one issue not being addressed is how to engage regional planning efforts to assist in creating enough supply to match institutional demand.

Agreed. On a more micro level within farm to school, lots of opportunity for farms/suppliers and buyers to plan production based on demand and needs of school/institutional markets.
